SO pricing not calculating properly.

We are working towards invoicing directly out of TigerPaw. We have entered all our pricing, created levels, etc. I am doing a test SO with some parts we would normally see. For instance, phone, license, switch, patch panel and patch cables. The pricing shows up correctly for each line item, the item total is correct, but the discount is incorrect.

Phone $246.05 Price reflects price level of 5% off list
Switch $6170.25 Price reflects price level of 5% off list
License $190.00 Price reflects price level of 5% off list

Patch panel $225.00 Price level is set at $225.00 flat rate
6 patch cables $35.70 Price level is set at $5.95 flat rate

Item total $6867.00 This should be the total.

Discount ($343.35) But it tacks on another 5% discount off everything.

Total $6523.65 For this total. Why?
