Don't allow service orders to be created for inactive clients

If a client is either inactive or on credit hold, it would be great to disallow the creation of Service Orders, etc.

The security item 'Can Create SO on Credit Hold' can be used to prevent this. Hint - If an account is Inactive, it should also be placed on Credit Hold. Then both work.

Bob's idea will definitely work. I am writing up a request to have a security permission tied to this it would work in the same manner as putting them on credit hold.
