Is there a way to assign new SO to service technicians based on brief descriptions, when the service order is created?

This isn't support in the current version. The Brief Description is supposed to be a broad classification of the problem the SO is being using to solve, so it would not have a direct bearing on the Tech Assigned. You can automatically assign a Tech to an SO by the Account (Default Technician), the person entering the SO (Options-->SO Preferences), or via an SO template.
