I haven't used the forum before and hope I put this in the right place...
Is there a tool or report that could be run to show what customers have access to the customer portal?

Yes, sort of. Log into the customer portal as admin and then click on Security, then click on the Role Assignments tab. There you will have a list of all of your customer's portal accounts.
