It appears that Version 15 does not allow the years-long convention of allowing an invoice form report file to begin with a special character, namely the hyphen (-). This allows that form to be the first listed (default) in the custom form list box, without regard to it's alphabetic listing. It also appears that this only applies to Invoice forms, not quotes, SO, PO, etc. I request that the system be changed back to allow the hyphen as the first character of the invoice name, to provide for consistency of forms naming.
